What is independently established
DefenseScoop's June 17 reporting documented the council's formation and included ODNI confirmation of a governance board supported by outside advisory groups. Loeb described the council as supplying scientific advice, with shared material to be unclassified. That earlier reporting establishes an institutional process against which today's account can be assessed.
It does not independently confirm every present complaint about access. Nor does the existence of the board identify the origin of any UAP. The new development is a reported gap between an advisory mandate and the usable data its members say they need.
A better measure than another promise
NASA's UAP study stresses the importance of calibrated observations and metadata. That helps explain why releasing a public clip and delivering a scientifically useful dataset are different milestones. Neither should be used as a substitute for documenting the other.
UFOsoldier's proposed accountability test is a transfer log: the datasets requested, dates delivered, accompanying metadata and restrictions on independent analysis. Such a record could clarify whether delays arise from classification review, missing information or another obstacle. Until that evidence is available, the X post is a route into reported concerns and agency replies, not proof of their cause or of non-human technology.
