Read the tasking before interpreting the name
On the first page of the released form, the stated purpose is to obtain action-officer participation from Joint Staff, services, combatant commands and combat-support agencies. AARO would convene and chair the group. The Space Security Defense Program would support the effort as action office and executive secretariat.
The remit includes spaceborne and transmedium UAP, space-based detection supporting other domains, and reporting and deconfliction mechanisms. The form describes informing future mitigation and response planning for U.S. Space Command and the Space Force. This is an organizational assignment. Naming a domain in a planning document does not establish that an object demonstrated extraordinary travel through it.
The continuation page lists additional organizations, including the Air Force, Space Force elements and intelligence agencies. It sets December 7, 2023 as the response deadline and proposes a first event on or about December 12. The proposed date is evidence of scheduling intent; the two pages do not provide minutes confirming the event's outcome.
What the record leaves out
There is no accompanying sensor dataset, named encounter analysis, target identification or published performance measurement in these two pages.
